Cross Border Management (CBM) is an independent consulting company that was founded in 1997 by a team of immigration experts.

CBM specializes in Canadian Immigration , U.S. Immigration, and International Migration issues. We represent companies and individuals all over the world, and help to facilitate the movement across borders of the number one resource: people.

Until recently, CBM's professional services, were only available to our corporate clients. Responding to the demands from the general public, CBM implemented a diversification strategy to expand the range of services and to make them more accessible to the general public.

Our president, Elda Paliga, a former Director at Citizenship and Immigration Canada, is a full member in good standing of the Immigration Consultants of Canada Regulatory Council (ICCRC). Elda is one of a group of principals who contributed to what culminated in a successful bid proposal to Citizenship and Immigration Canada to develop a proposal for a functioning regulatory body for immigration practitioners. This success has resulted in the formation of a strong and respectable ICCRC, which is the only legally government authorized regulatory body of immigration consultants in Canada. ICCRC replaces the revoked former regulator.

Elda was a member of the original DACUM group that established the competencies required of an immigration consultant. She was selected for the DACUM group by a professional association composed of her peers, based on an assessment of her credentials, prior related experience and expertise. She was also asked to be a Subject Matter Expert (SME) to engage in developing the licensing exam questions and the Full Membership Qualification Exam for the former regulator.

She is also involved in the vetting of questions on the licensing exam for the Immigration Consultants of Canada Regulatory Council (ICCRC).
